What is the best setup for source code change management?

Our development team may be in the market for an upgrade from our current souce control change management system (currently using Microsoft Visual Source Safe).  My question to the community is:

  • What is the best change management setup for a software shop where 3-6 developers might be working within the same solution? 
  • Is Visual Source Safe the best solution?

Solutions generally include everything from C#, VB, SSIS, SSRS, and WPF.

I recommend SourceAnywhere Standalone to you. It is a SQL-based source code control software designed to be a replacement of SourceSafe. A VSS import tool is provided for you to migrate your VSS data, including history, to SourceAnywhere database.
