Access to rights.dat denied

I've created a new VSS database. When I attempt to connect to the database with the VSS Administrator using the UNC to the database's location, I am prompted for a username and password (which I enter) then I get the following error.

Access to file \\hq-dev\NotifyMD_Code\data\rights.dat denied.

I've checked the permissions on that file and there doesn't seem to be anything strange about it. Anyone know what the problem here might be?

This almost always means that you have read-only access to the share. Rights.dat is the first file that VSS tries to open with a R/W handle.

I am experiencing the same problem and have Full Access to the share and rights.dat.

In fact, I can connect through VSS on three other development servers (WS2003), but not on the new server we brought online (WS2003)nor from my laptop (Vista).

Perpelexed doesn't describe my state of mind right now.
