How to Extend Tools menu or some toolbar form Guidance Package?

Is there any way to do this?

I don't know what exactly are you trying to do.. but, you can easily add command under the Tools menu or a toolbar, to do that you just need to create a recipe in your guidance package and assign the property Guid and Id associated to the Tools menu.
