I have:

1) Windows XP Pro Polish

2) Visual Studio Pro with many addins and DSL 1 localized on D: drive

3) Plenty different SDK (from Intermec, HHP, Microsoft etc)

Did you ever resolve your problem with installing GAT? I am getting the same error.
